Indiana Water Resources Research 104B Grant Program

PROGRAM DESCRIPTION    

The Indiana Water Resources Research Center (IWWRC) invites faculty from all Indiana colleges and universities to submit proposals for possible funding in the areas of water resources and related land-use issues.  The IWRRC grant program is supported by an annual grant from the U.S. Department of Interior, U.S. Geological Survey, as part of the federal Water Resources Research Act of 1984 (Program 104B).  This program provides a base of support for Indiana’s water resource research needs.  

 

PROJECT AREAS   

The program supports research in all areas of water science including: biology, ecology, civil engineering, agriculture, geology, wildlife management, and aquatic chemistry. Project areas of particular importance to Indiana this year include: (a) enhancement of the quality of Indiana’s rivers with a priority interest in work on the Wabash River and the Wabash River Watershed, (b) water programs and community development, (c) cutting edge areas such nanomaterials and water systems, (d) riparian area protection and (e) bioenergy and water use efficency.

 

Proposal Details

Research proposals are competitively reviewed using an external peer review process.  The reviewers will use the following criteria in assigning a final rank: 1) Technical Merit, proposal quality and feasibility (60%); 2) Applicability to Indiana’s needs (20%); 3) Educational and/or outreach opportunities generated by the project (5%) and 4) Capability of the PI(s) (15%).  Highly valued projects will also include activities with dissemination of results to the public.   

 

The IWRRC grant application should have a March 1, 2010 start date, 12 month duration and can range from $10,000 to $13,000 per project.  We anticipate funding three projects this year.  A nonfederal:federal (2:1) dollars match is required.  Indirect costs are not allowed on the Federal cost category (Public Law 101-397, Water Research Institutes Authorization).  However, indirect costs can be used to provide part of the non-federal match.  The awards are administered through IWRRC and are contingent upon Congressional approval of FY2010 funds for the National Institutes for Water Research program. We encourage faculty to develop collaborative arrangements with Indiana’s companies and communities. 

 

 

PROPOSAL FORMAT GUIDELINES

The proposal must contain the information outlined below (Attachment 1) which includes an executive summary, the proposal, and additional documentation.  Please submit the full proposal in the order outlined in Attachment 1.

Please send an electronic copy of the proposal (Word or RTF document) to Dr. Ronald Turco at (rturco@purdue.edu) by December 18, 2009. (Indicate IWRRC 2010 proposal in the header.) Two paper copies of the proposal with official signatures must be submitted in accordance with the administrative procedures for grants from the applicant’s university and arrive at IWRRC no later than December 30, 2009.  Please include a matching fund commitment letter signed by authorized institutional official.

Please note that as of November 20, 2009  we have not yet received an appropriation for this program for FY 2010 and it is possible that we will not have an appropriation by January 15.  However, for planning purposes, assume that the start date will be March 1, 2010.

  1. Statement of critical regional or state water problem.  Include explanation of the need for the project.
  2. Statement of results or benefits.  Specify the type of information that is to be gained, and how it will be used.
  1. Nature, scope, and objectives of the project.  Include a brief timeline of activities.
  2. Methods, procedures, and facilities.  Provide enough information to permit evaluation of the technical adequacy of the approach to satisfy the objectives.
  3. Related research.
  4. Student training.
  5. Expected deliverables.  Include information dissemination plan.
  6. References cited.

FISCAL GUIDELINES. As in years past, the proposal budgets must reflect a $2 non-federal match for each federal dollar requested.  Please consult our Business Manager, Ms.  Tabitha Wolff , Office of the Vice President for Research Purdue University (765-494-1885; twolff@purdue.edu)  for details but the match may include actual contributions, in-kind contributions and overhead costs.  (Indirect costs may not be charged on the federal funding request in this program, although the match may include the indirect costs forgiven on the federal dollars.)

BUDGET JUSTIFICATION

 

Project Title:                                                                                                                          

 

Salaries and Wages.  Provide estimated hours and the rate of compensation proposed for each individual.

 

 

 

Fringe Benefits.  Provide the overall fringe benefit rate applicable to each category of employee proposed in the project.

 

 

 

Supplies.  Indicate separately the amounts proposed for office, laboratory, computing, and field supplies.

 

 

 

Equipment.  Identify non-expendable personal property having a useful life of more than one year and an acquisition cost of more than $5,000/unit.  If fabrication of equipment proposed, list parts and materials required for each, and show costs separately from the other items.

 

 

 

Services or Consultants.  Identify specific tasks for which these services would be used.  Estimate amount of time required and the hourly or daily rate.

 

 

 

Travel.  Provide purpose and estimated costs for all travel.

 

 

 

Other Direct Costs.  Itemize costs not included elsewhere, including publication costs. Costs for services and consultants should be included and justified under “Services or Consultants (above).

 

 

 

Indirect Costs.  Provide negotiated indirect (“Facilities and Administration”) cost rate.
